Synopsis:

 House Bill 163 (HB 163) amends Public Education to allow financial management to count as an elective in 6th through 8th grades. It amends graduation requirements and requires one-half unit of financial management prior to graduation.

Analysis:

 House Bill 163 (HB 163) amends Public Education to allow financial management to count as an elective in 6th through 8th grades. It amends graduation requirements and requires one-half unit of financial management prior to graduation.

SECTION 1. Amends Section 22-13-1 NMSA 1978 (being Laws 2003, Chapter 153, Section 57, as amended by Laws 2016, Chapter 17, Section 1 and by Laws 2016, Chapter 18, Section 1) to allow financial management to count as an elective in 6th through 8th grades under accreditation in minimum instructional areas. 

SECTION 2. Amended Section 22-13-1.1 NMSA 1978 (being Laws 1986, Chapter 33, Section 5, as amended) to include financial management in graduation requirements.

Subsection G inserts in item (4) an addition of another one-half unit in social science, and then inserts the following: and for students entering the ninth grade beginning in the 2005-2006 school year, one-half unit in New Mexico history. Item (7) is deleted. Then the subsection is renumbered.

Subsection J inserts in (2) for students entering the ninth grade in the 2021-2022 school year, one-half unit shall be a financial management course and specifies the following:
The required financial management course shall meet mathematics academic content and performance standards and shall include a basic understanding of budgets, checking and savings accounts, credit, interest and the costs of borrowing;
(7) Inserts “and student service learning” shall be offered as an elective. It then inserts: Media literacy and pre-apprenticeship programs may be offered as electives.

Amendments:

House Bill 163 (HB 163) is amended by the Senate Education Committee to change the dates as follows:
On page 9, line 17, after "in the" strike "2021-2022" and insert in lieu thereof “2022-2023" to read:
for students entering the ninth grade in the 2022-2023 school year, one-half unit shall be a financial management course;
