Synopsis:

 Senate Bill 137 (SB137) authorizes the New Mexico Finance Authority (NMFA) to make loans or grants from the Water Project Fund for certain water projects. The legislation declares an emergency.

 SB137 authorizes the NMFA to make loans or grants from the Water Project Fund to: 

1.  the southern Sandoval County arroyo and flood control authority in Sandoval County for a flood prevention project;

2.  the village of Columbus in Luna County for a flood prevention project;

3.  the upper Rio Grande water and sanitation district in Rio Arriba County for a flood prevention project;

4.  the city of Sunland Park in Dona Ana County for a flood prevention project;

5.  the city of Truth or Consequences in Sierra County for a flood prevention project;

6.  the Albuquerque-Bernalillo County water utility authority in Bernalillo County for a water conservation, treatment, recycling or reuse project;

7.  Los Alamos county for a water conservation, treatment, recycling or reuse project;

8.  the city of Gallup in McKinley County for a water storage, conveyance and delivery project;

9.  the village of Ruidoso in Lincoln County for a water storage, conveyance and delivery project;

10.  the Albuquerque-Bernalillo County water utility authority in Bernalillo County for a water storage, conveyance and delivery project;

11.  the Williams Acres water and sanitation district in McKinley County for a water storage, conveyance and delivery project;
