Analysis

Synopsis:

 Senate Bill 251 (SB 251) requires license applications and renewal forms to include a section where an applicant may signify a desire to make an anatomical gift.  SB 251 also requires the Motor Vehicle Division (MVD) to keep a statewide donor registry.

Analysis:

 SB 251 adds a requirement for all licenses applications and renewals to include a section giving the option to make an anatomical gift.  SB 251 will be applicable to the following acts:
•	Section 1 adding a new section of Chapter 17, Article 3 NMSA 1978.
•	Section 2 adding a new section of the Concealed Handgun Carry Act.
•	Section 4 adding a new section of the Uniform Licensing Act.
•	Section 5 adding a new section of the Optometry Act.
•	Section 6 adding a new section of the Nursing Practice Act.
•	Section 7 adding a new section of the Chiropractic Physician Practice Act.
•	Section 8 adding a new section of the Dental Health Care Act.
•	Section 9 adding a new section of the Medical Practice Act.
•	Section 10 adding a new section of the Genetic Counseling Act.
•	Section 11 adding a new section of the Polysomnography Practice Act.
•	Section 12 adding a new section of the Nutrition and Dietetics Practice Act.
•	Section 13 adding a new section of the Podiatry Act.
•	Section 14 adding a new section of the Professional Psychologist Act.
•	Section 15 adding a new section of the Counseling and Therapy Practice Act.
•	Section 16 adding a new section of the Osteopathic Medicine Act.
•	Section 17 adding a new section of the Pharmacy Act.

•	Section 45 adding a new section of the Lactation Care Provider Act.

SB 251 requires that the departments listed in the aforementioned acts submit license applications or renewals to the MVD for entry into the statewide donor registry.  The effective date of the provisions listed in SB 251 is January 1, 2022.
