Synopsis:

 House Bill 169 (HB 169) amends the Local Economic Development Act to include construction or upgrades to facilitate the use of water-efficient or clean energy technologies or to meet or exceed green building certification standards in the definition of economic development project.  HB 169 includes an entity that develops water or broadband infrastructure in the definition of qualifying entity.

Analysis:

 House Bill 169 (HB 169) amends the definition of economic development project in Section 5-10-3 NMSA 1978 of the Local Economic Development Act to include construction, retrofits, improvements or upgrades to buildings or infrastructure to facilitate the use of water-efficient or clean energy technologies or to meet or exceed recognized green building certification standards. It includes electricity generation or storage in this definition.
 
In the same section, HB 169 expands the definition of qualifying entity to include an entity that develops water or broadband infrastructure in areas of the state that are underserved or have inadequate access to these services.
