Analysis:

 House Joint Resolution 8 (HJR 8) proposes to amend Article 2 of the NM Constitution by adding a new section to preserve the right to hunt and fish because it is a valued part of the state’s heritage. The proposed change would allow the right to use traditional methods to hunt and fish subject to certain laws regarding conservation and regulation of these activities.  

HJR 8 states that hunting and fishing will be the preferred means of managing and controlling wildlife. It specifies that these provisions do not affect trespass laws, property rights, the state’s sovereign authority over its natural resources, or the state’s obligation to manage lands granted under the Enabling Act.

If passed, HJR 8 will be submitted to the people of the state who will approve or reject this proposed amendment at the next general election or at any special election prior to that date that may be called for that purpose
