Summary:
 House Bill 307 (HB 307):  This legislative act is restructuring the Border Authority in New Mexico, changing its composition, separating it from the Economic Development Department, and providing appropriations for the transition.  
Legislation Overview:
 SECTION 1:
•	Amends Section 58-27-4 NMSA 1978, changing the composition and structure of the Border Authority.
•	Designates the Border Authority as an adjunct agency separate from the Economic Development Department.
•	Transfers personnel and duties from the Economic Development Department to the Border Authority.
•	Specifies the number of voting members, their appointment process, and terms of service.

SECTION 2:
•	Amends Section 58-27-5 NMSA 1978 regarding members' compensation, specifying reimbursement for expenses in accordance with the Per Diem and Mileage Act.

SECTION 3:
•	Amends Section 58-27-7 NMSA 1978, modifying the composition of the Executive Committee of the Border Authority.

SECTION 4:
•	Contains temporary provisions for the transfer of appropriations, equipment, supplies, records, money, and contracts to the Border Authority.

SECTION 5:
•	Repeals Sections 58-27-6 and 58-27-8 NMSA 1978.
SECTION 6:
•	Appropriates $50,000 from the general fund to the Border Authority for expenses related to establishing the Border Authority as a separate entity.

SECTION 7:
•	Specifies the effective date of the provisions as July 1, 2024.
