 House Joint Memorial 2 (HJM 2) relates to families in which at least two generations are engaged with two or more state social service agencies and seeks a study of the impact of these families on agency budgets and on family outcomes. 

 The joint memorial asks that the Department of Health (DOH) undertake the study of the multi-system families and provides its results to the Legislature by November 2024. 

Copies of the memorial are to be sent to the Governor and the secretaries of all executive agency cabinets.
