Summary:
 Senate Pre-File Bill 228842 (SPF228842):  This act updates definitions related to off-highway motor vehicles (OHVs), particularly concerning tire specifications, vehicle size, and classification criteria.

"All-Terrain Vehicle" (ATV):
Updated to specify use of non-highway tires instead of low-pressure tires.
Retains other characteristics like being 50 inches or less in width and under 1,000 pounds in weight.
"Recreational Off-Highway Vehicle" (ROV):

Adjusted criteria to include:
Travel on four or more non-highway tires.
Steering wheel for control and non-straddle seating.
Maximum speed capability exceeding 35 mph.
Unladen dry weight of no greater than 3,500 pounds (previously 1,750 pounds).
Less than 80 inches in overall width, excluding accessories.
Identification with a 17-character vehicle identification number (VIN).
Removed previous restrictions on engine displacement (less than 1,000 cc).

Clarification of Terms:
"Unpaved Public Roadway": Defined as a dirt or gravel road constructed, signed, and maintained for passenger vehicle use.
"Staging Area": A location (e.g., parking lot or trailhead) designated for transporting OHVs into or out of operation.
Departmental Authority:

The Department of Game and Fish is empowered to classify new off-highway vehicles entering the market that align with the general profile of recreational OHVs.
