Summary:
 Senate Bill 148 (SB 148) eliminates administrative fees for collecting, distributing, and transferring certain taxes and other fees. 
Legislation Overview:
 Senate Bill 148 (SB 148) eliminates administrative fees collected by Taxation and Revenue Department (TRD) from local option government Gross Receipts Taxes (GRT). 

SB 148 also eliminates TRD’s collection of fees for administration costs of Solid Waste Assessment Fee, Boat Act, and Water Conservation Fees.

SB 148 repeals Section 7-1-6.41 which allows TRD’s imposition of administrative fees.

The bill is effective July 1, 2025.

 Committee Amendment Substitute February 7, 2024 in SFC:

SFCcs/SB 148: The Senate Finance Committee substitute for SB 148 proposes the following:
•	Gradually reduces (from 3% to 1% through Fiscal Year 2028) and then eliminates administrative fees collected by Taxation and Revenue Department (TRD) for the administration of local option government revenues.
•	Administrative fees are eliminated for solid waste assessment fees, boating fees, water conservation fee, 
•	TRD administrative fees of 3% are imposed on development districts – Tax Increment Development Districts, Local Economic Development Act, and Metropolitan Redevelopment Areas.
