 Senate Joint Memorial 1 (SJM 1) is a joint memorial that urges Congress to pass a resolution that would establish a way to fund infrastructure projects throughout the United States. 

 This joint memorial asks that Congress be encouraged by the New Mexico Legislature to pass House Resolution 4052, the National Infrastructure Bank Act of 2023, which would create a National Infrastructure Bank to fund such projects as road improvements. It provides background information on the financing needed for such projects, compares U.S. spending in this area with that of other nations and explains how the bank would function.
