Summary:
 House Bill 1 (HB 1) makes appropriations for the fifty-sixth legislature, second session, 2024, and for other legislative services, including the Legislative Council Service (LCS) the Legislative Finance Committee (LFC), the Legislative Education Study Committee (LESC), the Senate Rules (Committee (SRC), the House Chief Clerk’s Office (HCCO), the Senate Chief Clerk’s Office (SCCO), and other expenses of the legislature. An emergency is declared. 
Legislation Overview:
 House Bill 1 (HB 1) makes an appropriation from the General Fund for the expense of the Legislative Department of the state of New Mexico for the second session of the fifty-sixth legislature for per diem and mileage of its members, for salaries of employees, and for other expenses of the legislature, totaling seven million twenty-one thousand nine hundred dollars ($7,021,900), or so much thereof as may be necessary for these purposes. Specific amounts are designated for various members of the legislature and employees, and for printing, stationery, contracts, personnel and supplies.

Appropriations for specific committees/offices are detailed below:

•	Legislative Finance Committee - $7,316,800
•	Legislative Education Study Committee - $1,856,500
•	House Chief Clerk - $3,357,300
•	Senate Chief Clerk - $3,367,100

Monies from the cash balances ($400,000) are appropriated for assistance to the Legislative Department to develop a master database of official annotated laws of the state, markup language and tagging use for legislative document systems, a tagged database of the session laws, and for the costs associated in collaborating with the New Mexico Compilation Commission on the self-publication of the New Mexico Statutes Annotated 1978, including technology for freely accessible laws and hard-copy publication.

Allowances are made for transfer among categories. Each legislative agency is required to adhere to the performance measures specified in its strategic plan and must make reports as required in that plan. An emergency is declared, stating it is necessary for the public peace, health and safety that this act take effect immediately. 
 
Current Law:
 If the bill does not pass, funding for the state legislature and related expenses will not be available.
