House Bill 125 (HB 125) in Section 1 creates the Dual Credit Task Force to examine current barriers to increasing dual credit participation for high school students to transition from diploma to terminal degree. A. The task force consists of members appointed by the Secretary of Higher Education as specified and members appointed by the Secretary of Public Education as specified. B. The task force shall be appointed by July 1, 2023. Staff for the task force shall be provided by the Higher Education and Public Education Departments and the higher education institutions that have members on the task force. C. The task force shall examine current course offerings, dual credit enrollment practices, faculty hiring practices, student support services, credit transferability and current barriers to increasing dual credit participation in a seamless system for high school students to transition from diploma to terminal degree as specified in this subsection, to include: a comprehensive survey of items as specified; metrics for determining effective dual credit programs and for defining student success; identify practices and other factors that impact access and successful completion; and identify strategies to increase student access for online and in-person dual credit coursework. D. The task force shall report its findings and recommendations to the governor, the Legislative Education Study Committee and the legislature by January 1, 2024.Amendments:
House Bill 125 (HB 125) was amended on the house floor to change the composition of the Dual Credit Task Force. In Subsection A(1)(b) It decreases from three to two the members representing community colleges and inserts Subsection A (10(c) to require one member representing the branch community colleges.
