Summary:
 House Bill 39 (HB 39) makes appropriations totaling $27,552,700 to higher education institutions, tribal colleges, and the Public Education Department for education workforce, culturally responsive health and wellness, culturally sustaining frameworks, and indigenous college access initiatives to comply with the Martinez and Yazzie v. State of New Mexico lawsuit. 
Legislation Overview:
 House Bill 39 (HB 39) appropriates $27,552,700 from the General Fund (GF) in Fiscal Year 2025 (FY25) for the following education workforce development, culturally responsive health and wellness education, culturally sustaining frameworks, and increasing indigenous college access initiatives.

Educator Workforce and School Leadership, $11.0676 million
University of New Mexico (UNM), $1.9 million
•	$250,000 to develop a bachelor’s degree in elementary bilingual education
•	$250,000 to develop a pipeline program for secondary and post-secondary students seeking undergraduate teacher and elementary bilingual education degrees
•	$250,000 to develop a graduate studies pathway leading to an endorsement in bilingual education
•	$350,000 to create a native language certification program
•	$300,000 to develop an undergraduate bilingual pathway for Native American language teachers
•	$500,000 for the Institute for American Indian Education (IAIE) to establish a curriculum and materials development center to provide professional development for teachers and administrators in culturally responsive instruction 

New Mexico State University (NMSU), $1.325 million
•	$825,000 for teacher training 
•	$500,000 to fund a bilingual education program

New Mexico Highlands University (NMHU), $3.3426 million
•	$550,000 to increase the number of bilanguage teacher education faculty
•	$1,801,600 for the Institute for Culturally and Linguistically Responsive Learning and Teaching to support research and endowed professors of indigenous knowledge, bilingual studies, and retention of teachers
•	$775,000 for the Center for the Education and Study of Diverse Populations for professional development
•	$216,000 for doctoral students in bilingual teacher education

Higher Education Department (HED), $4.5 million
•	$450,000 for professional development in bilingual multicultural education programs
•	$1,500,000 for Navajo Technical University (NTU) to establish a center for culturally and linguistically curriculum and instructional materials 
•	$1,200,000 to NTU to expand an early education Navajo teaching lab
•	$500,000 for Dine College to recruit and retain teachers
•	$450,000 for Southwestern Indian Polytechnic Institute (SIPI) for bilingual pathways for native teachers professional development
•	$400,000 for Northern New Mexico College (NNMC) to provide teacher education students culturally appropriate support services

Culturally Responsive Health and Wellness, $4.7431 million
UNM, $3.2181 million
•	$2,518,100 to the Health Sciences Center’s (HSC) Office for Diversity, Equity, and Inclusion (DEI) to provide students committed to in-state service support services
•	$250,000 for Native American suicide prevention program
•	$450,000 for the HSC’s Center for Native American Health for student recruitment and retention 

NMHU, $.325 million
•	$325,000 for the School of Social Work to implement culturally relevant and trauma-responsive trainings

HED, $1.2 million
•	$1,200,000 for NTU to provide behavioral health intervention strategies

Culturally Sustaining Frameworks, $5.805 million
UNM, $4.13 million
•	$2,980,000 for the Native American Studies Department to develop culturally sustaining curricula, teacher education, student success, and expand faculty and staff
•	$750,000 for the Indigenous Design and Planning Institute for an online indigenous planning certificate program
•	$400,000 for the Multicultural Education Center to develop curriculum

NMSU, $1 million
•	$1,000,000 for Borderlands and Ethnic Studies Department to provide culturally diverse courses

NMHU, $0.575 million
•	$345,000 for Native American and Hispanic Studies Program to develop a cabanuelas curriculum and degree in Chicana and Chicano Studies; collaborate with National Hispanic Cultural Center to develop activities
•	$115,000 for the Multicultural Center for student support
•	$115,000 for language learning support

HED, $0.1 million
•	$100,000 for NNMC for outreach and support to tribal education departments

Indigenous College Access Initiatives, $5.937 million
UNM, $4.216 million
•	$1,400,000 for HSC DEI to provide community career programs
•	$316,000 for the Department of Chicana and Chicano Studies for education and community engagement programs
•	$2,500,000 for the Department of Africana Studies to support students, faculty, and staff

NMHU, $750,000
•	$375,000 to expand tuition waivers for Native American undergraduate students
•	$375,000 to establish a Native American ambassador program

HED, $971,000
•	$721,000 for SIPI for summer bridge program; dual credit support; and teacher, social work, and behavioral health pathways
•	$250,000 for NNMC to provide support for teacher education students 

Unspent funds at the end of FY25 do not revert to the GF.
