Summary:
 Senate Bill 78 (SB 78) appropriates two million five hundred thousand dollars ($2,500,000) to support integrated substance use disorder programs for northeastern New Mexico.  
Legislation Overview:
 Senate Bill 78 (SB 78) appropriates two million five hundred thousand dollars ($2,500,000) from the Opioid Crisis Recovery Fund (OCRF) to the Local Government Division (LGD) of the Department of Finance and Administration (DFA) for expenditure in Fiscal Years (FY) 2025 and 2026 to  support integrated substance use disorder programs at the Epi Duran Regional Crisis and Treatment Center in San Miguel County that will serve northeastern New Mexico.

Any unexpended or unencumbered balance remaining at the end of FY 2026 reverts to the OCRF. 
Current Law:
 In 2021, the San Miguel County Commission chose the $4.5 million renovation of a building for an in-patient drug treatment center as its top priority for capital improvements for that year. The board leased the Epi Duran building, the former home of the General Services Department, for $1 a year. The county is responsible for all utility and maintenance costs.  Appropriations have been sought in other years. This treatment center serves northeastern New Mexico.
