 House Bill 36 - (HB 36) - This legislative document outlines the creation, administration, and funding of a long-term residential rehabilitation center for substance use treatment in New Mexico.

 House Bill 36 - (HB 36) - 
Section 1: Short Title
•	The act may be cited as the "Long-Term Residential Rehabilitation Center Act."  
Section 2: Creation of the Long-Term Residential Rehabilitation Center 
•	Establishes the "long-term residential rehabilitation center" to provide up to eighteen months of residential substance use treatment to individuals addicted to drugs and alcohol.
Section 3: Administration of the Center
•	The center will be under the administration and control of the Department of Health.
•	The Secretary of Health is responsible for ensuring that the center obtains the necessary licensure and accreditation.
•	The center is allowed to accept donations, gifts, or bequests for its establishment, maintenance, and advancement.
•	Title to acquired lands will be vested in the state.
Section 4: Appropriation
•	Allocates sixteen million dollars ($16,000,000) from the general fund to the Purchasing Division of the General Services Department.
•	The funds are designated for expenditure in fiscal year 2025 to purchase a facility in Albuquerque for the purpose of converting it into the long-term residential rehabilitation center.
•	Any unexpended or unencumbered balance at the end of fiscal year 2025 reverts to the general fund.
Section 5: Contingent Effective Date and Notification
•	The provisions of the act become effective upon the Purchasing Division's purchase of a facility intended for use as the long-term residential rehabilitation center.
•	The state purchasing agent must notify the New Mexico Compilation Commission and the Director of the Legislative Council Service of the purchase.
