Summary:
 House Memorial 3 (HM 3) relates to prenatal health and seeks a study of how substance exposure affects it. 
Legislation Overview:
 The memorial asks the state Health Secretary to establish a task force to study the effects of prenatal drug exposure on birth outcomes for children in New Mexico. It provides background on the issue and outlines areas to be included in the study and other parties to be involved in the research. Findings and recommendations are to be presented by August 1, 2025, to the Legislative Health and Human Services Committee (LHHS). 

Copies of the memorial are to be sent to the Governor, Attorney General, chair of the LHHS, director of the Legislative Finance Committee, director of the Children’s Cabinet and appropriate Cabinet secretaries.
