Summary:
House Bill 95 (HB 95) amends the Family in Need of Court-Ordered Services Act (FNCOS), expanding the definition of “Family in Need of Court-Ordered Services”. An appropriation is made.
Legislation Overview:
House Bill 95 (HB 95) amends the Family in Need of Court-Ordered Services Act (FNCOS), adding to the definition of “family in need” a situation in which the child’s parent, guardian or custodian was investigated and credible evidence was found that the child is an abused or neglected child as provided in the Abuse and Neglect Act.

An appropriation of one million dollars ($1,000,000) is made from the General Fund to the administrative office of the courts for expenditure in Fiscal Year 2025 to assist the office of the courts in expanding the scope of the FNCOS.

Current Law:
The Families in Need of Court-Ordered Services Act (FNCOS) does not currently include the definition adjustment proposed. If the bill does not pass, the current definitions will stand and will not include the situation in which a child’s parent, guardian or custodian was investigated and credible evidence was found that the child is an abused or neglected child as provided in the Abuse and Neglect Act.
