HB 84 PUBLIC COLLEGE FACULTY COMPENSATION

Summary:
 House Bill 84 (HB 84) requires a minimum compensation for non-temporary and temporary faculty at public post-secondary educational institutions, and makes an appropriation. 
Legislation Overview:
 House Bill 84 (HB 84) enacts a new section of Chapter 21 NMSA 1978 to specify the required minimum compensation for non-temporary and temporary faculty at public post-secondary educational institutions.

The terms “nine-month contract”, “non-temporary faculty”, and “temporary faculty” are defined. The minimum compensation requirements are set at sixty thousand ($60,000) for non-temporary faculty on full-time, nine-month contracts at four-year institutions; and for those on full-time, nine-month contracts at two-year institutions, fifty-five thousand ($55,000).

For temporary faculty, the minimum compensation is two thousand dollars ($2,000) per credit hour at a four-year institution, or one thousand eight hundred thirty three ($1,833) per credit hour at a two-year institution.

An appropriation of forty-four million dollars ($44,000,000) is made from the General Fund to the Higher Education Department for expenditure in Fiscal Year 2025 and subsequent fiscal years to help meet these compensation requirements.
 
Current Law:
 No statewide minimum compensation requirements are currently set for non-temporary and temporary faculty at public post-secondary educational institutions, and no funds are earmarked specifically for such purposes. If the bill does not pass, each institution will need to continue to determine appropriate compensation and allocate resources within their available budgets as appropriate.
