Summary:
 Senate Bill 79 (SB 79) appropriates sixty-five thousand dollars ($65,000) to the Department of Environment to convene a working group to develop findings and recommendations for a viable, voluntary and incentive-based statewide composting program.


 
Legislation Overview:
  Senate Bill 79 (SB 79) appropriates sixty-five thousand dollars ($65,000) from the General Fund (GF) to the Department of Environment (NMED) for expenditure in Fiscal Year (FY) 2025 to convene a working group, composed of specified constituent groups/entities, to develop findings and recommendations for a viable, voluntary and incentive-based statewide composting program and to present those findings and recommendations to the NMED and an appropriate interim legislative committee by 1 October 2024.

Any unexpended or unencumbered balance remaining at the end of FY 2025 reverts to the GF.
 
Current Law:
 Composting is a form of recycling in which waste organic materials are converted to a valuable soil amendment product known as compost. Some New Mexico communities have composting programs that accept organic materials such as yard trimmings and food scraps from businesses, institutions, but the programs vary from entity to entity.
