Senate Bill 480 (SB 480) requires the Public Education Department to create an annual report of all students who are school-age and have not graduated from high school within four years from entering the ninth grade. SB 480 requires the report be provided to certain recipients who provide adult education or programming to attain a high school equivalency credential. 

 Senate Bill 490 in SECTION 1 adds new section of the Public School Code to require an annual report of all out-of-cohort students.
A. No later than July 15 after each school year, the department shall create a report of all out-of-cohort students who were enrolled in a public school during the preceding school year. 
B. The department shall provide the report to the institutions and eduction providers listed in this subsection that provide programming for out-of-cohort students attaining a high school diploma or high school equivalency credential. 
C. As used in this section, "out-of-cohort students" means school-age persons who have not graduated from high school within four years from entering the ninth grade. 

 House Bill  CS/HB 490 is amended on the House Floor to insert In Section 1, Subsection B regarding an annual report of all out-of-cohort students, “legislative education study committee, the legislative finance committee". 

 Senate Bill 480 is Substituted by the Senate Education Committee as SB 480a as follows:
The title is changed to insert “upon request” for the requirement to provide a report.
SB 480a amends SECTION 1 of the Public School Code in the ANNUAL REPORT OF ALL OUT-OF-COHORT STUDENTS as follows:
Subsection A has inserted “of the directory information” in the requirements of the department report. Subsection B specifies the department shall provide the report “upon request”.
