Summary:
 House Bill 510 (HB 510) relates to elections and provides duties of Boards of Registration (Boards) requires county clerks to develop educational programs for Boards; requires information relating to the cancellation of a voter’s registration to be reported to these Boards; requires the Boards to certify the cancellation of a voter’s registration; and requires Boards to meet quarterly.  
Legislation Overview:
 House Bill 510 (HB 510) amends the Election Code regarding Boards of Registration (Board).  
First, the bill gives Boards the following duties: they must meet quarterly, they must ensure the county clerk is complying with the Election Code, verify the cancellation of dead residents from voter lists, maintain voter lists and certify that actions by county clerks are accurate, certify that address changes are accounted for in the voter lists, and must operate independently.  The Board certifies cancellations of canceled voter registrations. 
Second, county clerks must develop and administer annual programs to educate the Board on their responsibilities to maintain accurate voter lists. 
Third, the bill requires the Secretary of State (SOS) to forward lists of deceased residents to the Board on a monthly basis. County clerks must report cancellations to the Board.
